GOVERNANCE

Governance, independence and qualification oversight

SRAS is establishing documented arrangements for qualification design, assessor suitability, conflicts of interest, assessment decisions, moderation, complaints and appeals. These arrangements will be implemented as the assessment service becomes operational. SRAS will not claim that a committee, panel or independent appointment is operational until the relevant people have been appointed and their responsibilities recorded.

GOVERNANCE FRAMEWORK

Clear controls for a developing qualification service

During the development stage, Screen Ready Animal Standards is responsible for qualification administration, records, data protection, complaints and use of SRAS intellectual property. Full legal-operator information will be published after formal registration and before commercial enrolment or payment processing begins.
Qualification requirements, learning outcomes and assessment methods are documented and reviewed to remain relevant to professional animal work in production. Assessment methods vary by route and are confirmed before enrolment.

CORE CONTROLS

Qualification design

Assessors must have appropriate professional knowledge, relevant practical experience and sufficient understanding of the route being assessed. Suitability requirements will be documented before assessors are appointed.

Assessor suitability

Qualification decisions are made against documented requirements and recorded in writing. Reputation, claimed experience or production credits alone are not sufficient to receive an award.

Qualification decisions

Assessors and decision-makers must declare actual, potential or perceived conflicts. Where impartiality could reasonably be questioned, that person takes no part and an alternative reviewer is appointed.

OVERSIGHT AND REVIEW

Conflicts, moderation and appeals

Assessment decisions and materials may be sampled, reviewed or moderated to support consistency, fair decisions and continuous improvement.

CONFLICTS OF INTEREST

Independent decisions where impartiality matters

Appeals must not be decided solely by the person responsible for the original decision. Where a suitable reviewer is available, the appeal is reviewed by a person or panel not involved in the original outcome.

MODERATION AND QUALITY REVIEW

Consistency, written reasons and improvement

Governance controls are being established in step with the qualification service. Committees, panels and independent appointments will be described as operational only after people are appointed and terms of reference are documented.
